It's a ghost!
Starscream returned in the Energon series in a ghastly visage and wielded a big boy sword. Part of the combat class, this was a very pose-able and like-able toy.
This is the UK variant packaging. Notice that yellow "5+" burst! There's tons of extraneous promo copy as well
